Default Surging at low speed

My buddy has a 05 when you back out of the drive way take off up a slight incline it starts bucking/surging. Only happens at low speed 0-25mph light throttle. When you accelerate harder it will stop bucking and will be fine. Wondering if its a tranny problem/fuel problem. If something can be fixed before something really goes wrong. No codes. Any help would be appreciated

I'm thinking FCA or maybe the APPS (since they are drive-by-wire)?
