I have a 1995 Dodge that downshifts at highway speeds, it will not do it if it under load, if I let off gas it down shifts, Tried new tps, adjusted linkage, I put new rear wheel cyclinder on and problem went away for a short time.

 

may be the solenoid on the valve body..
