Default 93 truck w/ 94 idi turbo won't start

I bought this truck knowing it didn't run. I was told they put the motor in and drove it for a week until it starting losing power and smoking real bad. The guy drove it home and parked it. That was almost 2 years ago. The guy couldn't tell me much about it, he did say that the gauges weren't hooked up for the oil pressure, and apparently the oil pump went out, or lost pressure. So now, i have the truck, put 2 new batteries in it, and it turns over a little bit. It sounds kind of weak though. I know 2 glow plugs are bad and the air intake to the turbo is not hooked up. QUESTION 1. Can it start without the air intake hooked up? QUESTION 2. Will 2 bad glo plugs keep it from starting? I don't want to take it to a shop unless i have to. I'm hoping its a small fix that i can fix myself. I'm no diesel mechanic, but i've worked on john deere and isuzu motors b/c of the line of work i'm in. I would appreciate any advice. Thbanks

highly unlikely that the oil pump went out. it is a gear driven low pressure high volume pump.

to me sounds like the starter is junk.

if it is the starter, would there be any other way to start it? Also, the starter being bad wouldn't have caused it to break down in the first place huh? I had a mechanic say that it's probably just a fuel problem, bc the early 7.3 are notorious about that
