Default fifth wheel to bumper pull tag towing?

Hey everyone I've just started pulling holiday trailers from Indiana to Canada. And I'm used to much more weight since the biggest fifth wheels are only about 15k lbs. And since I can get some with hitchs on the back I'm wondering if its legal to pull a bumper pull behind the fifth wheel I know its legal in Alberta up to a certain length. Just wondering what's legal in the states and what I all need. I usually cross the border at pembina nd. Thanks!
