Default P000F fuel overpressure activated

I've seen some other threads on here about this being the fuel pressure relief valve or a sensor. What is does is regular throttle is fine but when I punch it right after the turbo kicks on I lose power and after I do that a few times the check engine light comes on. I don't run any power boosting equipment, it is just stock and I don't want to change that. I've seen things about replacing the valve with plug but I don't want to break something else more expensive either. I've also seen shim kits used. What is most likely the problem with this? Any ideas, recommendations please?

I have read: probably ECM programming, Cummins part (link to CAT). I would recommend shim kit. you won't release pressure with a plug kit.
