Will 31.5s fit an OBS 97 F-250 Powerstroke without a leveling kit or will i have to have a leveling kit before i can get the tires?

I run 285/75 r16 all day with no issues. 35's will fit with a level kit

You should be fine. I would say that's about the biggest with no rubbing at all. You might squeeze 285s with some rubbing. And for sure with a leveling kit.

How are your front springs? I'm running 285s now but my springs are so bad I can't fit anything bigger without them rubbing so take that into consideration too.

good friend of mine runs nothing but 285/75R16s on his OBS, no rubbing at all. i know a few other guys who run 285s and have no issues with rubbing. youll be fine with 31.5s

Like asked above, how much sag does your front end have already? You should be able to run those tires given that your truck isn't sagging on the front end.
