Default 2004 Dodge Ram 3500 srw

Hey guys im looking at a 2004 Dodge Ram 3500 SLT, SRW, Quad Cab, Short Bed, 4x4, 6 spd, with 144k miles on it. It is an R-title however. The guy deals with salvage titled cummins trucks. He bought it with front end damage but no frame damage. I havent seen the vehicle personally yet but I like everything about it. If i check it out and like it once it is all repaired he said he would be asking $16,900. I feel this is really high for an R-titled vehicle. I was thinking about offering $13,500-$14,000? but i dont want to insult him with my offer. So what do you guys think?

I would say 13 or 14 for one with that many miles and a rebuilt title is about all I would pay for it, 16,900 seems a little bit much for me too...

I would say keep checking around I bought my 99 with just under 100 000 miles on it for
11 grand
it had a lift,315 tires, air bags, nice push bumper
