Thinking about doing a 12V conversion on my 07 F-350. What would I be looking at for overall cost including the engine, wiring harness, all engine components and an adapter plate so I can keep my 6 speed?

Yep you can kiss that goodbye. Unless you want to hold onto it for a few years while the smog rules get settled here. There's a few guys with conversions tryin to sell them out of state now.
