Default 1995ish c10 caterpillar fuel problems

At my votech school im working on a c10 cat and it doesnt want to prime i've cleaned and checked all the lines replaced the fuel pump and cleaned the primer plunger and it works fine. If i prime all the lines manually and crank the motor it has a very little bit of white smoke coming out i also checked and cleaned the injectors. The motor has no problem starting with some ether but it wont run on its own fuel. Any suggestions on what to do next? i also dont know if this is the right spot for this thread.

pinch the return line completely closed if it is a hose with pair of vice grips and pump the heck out of it until it wont pump anymore then try to start it when it fires and runs remove vice grips if it aint smoking it aint fueling good luck

alright today i got it to prime i can get fuel all the way throu the system but i put a multi meter up to the injectors and im not getting any power to them at all and i think your supposed to be getting almot 100 volts out of them. i traced the electrical wires all the way to the ecm plug and they are fine so no problems with connection. any other tips will be appericated. thanks arizona redneck!

If it's a no go, look at a faulty ECM.
