I dont think they could do that. Every vehicle puts out a different foot print depending on the way you drive, mods, repairs and up keep, and the grade of gas you run.
I do feel that every time you renew your insurance the agent has to check your mileage and if you go over your policy you have to pay a penalty.
I see the next tax will be the beef cow, dairy cow, and pig tax. This has been a long time in the making and other countries have been doing it for years and are trying to force us to do it. At one point they were going to give us till 2012 to get it going and mandate the national animal registry program for all live stock.

Think again, this is how they tax your *** in Britian and it is only a matter of time for here and we already have a carbon tax in British Columba on our fuels. Diesel, interestingly enough is charged more in this tax due to the higher carbon compound but since we use less it still works out cheaper than a gasser.

States and cities have attempted seccesion before; but to date, none have been successful
Most states couldn't support themselve (in the manner in which they're used to presently) without government assistance, and they would give up to much $$$ for the politicians to want to make it happen

Car tax is depending on how much miles you drive. It is depending on the fuel consumption and size of your car. Small cars pay less than trucks.

By the way: Gas price is 40 cents per liter in Germany, just add 86 cent per liter for tax, than an additional customer tax of 19% per liter...

You pay more in tax than you do for the fuel!
