Default Black Paint Job and Chrome Removal

I want to paint my 04 Dodge black but use a low gloss clear coat to give it a flat black look. Anyone know a price range for paint and clear coat for the whole truck? The person before me beat the body to **** so the wheel wells are slightly bent and have rust on them which doesnt make me to happy. My next delimma is the bumpers. I want them to match my body color and I am pretty sure they make flat black metal bumpers but if not I will just buy the plastic sport type bumpers and have them painted the same color as the body although I would prefer metal. Does anyone know how to get the chrome wrap off the grill by chance so I can paint it black as well or am I better off buying a new grill? Also does anyone know a good fender flare that has a simple, smooth look without the bolts or stuff like that or would I be better off doing a bedliner type cover for the fender on that little inch wide piece? I want my truck to be black from front to back with exception to the head and tail lights and then put some black overheads with green bulbs in them. (Green is my favorite color) All advice is appreciated!

Just rough the grill up and use adhesion promoter first, then paint it. The chrome doesnt just flake off like you think it would. Thats what we did on my buddies truck and its holder fine
