I can't quite put my finger on it yet... but it appears that the State of Texas has an agenda against non-petroleum based fuels.

A few months ago, Texas Commission on Environmental Quality (TCEQ) all but banned the sale of B20 Biodiesel without some special and costly additive to reduce NOx levels.
