Please help..6.4 High Boost followed by whistle and buble sounds

I have a 2009 6.4 with roughly 120k on it. The truck seems fine under idling conditions but as soon as you put it in gear and give it normal acceleration the boost gauge almost pegs. As you let off the pedal I hear a high pitch whistling sound and sometimes a bubbling like noise. When it first happened the truck threw a code for the exhaust back pressure sensor which I have since replaced but that did not solve the problem. I know nothing about diesel engines. Any help and/or guidance as to what the problem may be would be greatly appreciated.
