Default smoke on lowend

I just got a 98 12valve 5speed, from what the owner said it has a fuel plate. He has no idea bout pump mods. So I kind of feel the the truck lags a little down low, also smokes a bit untill the boost clears it up.

My question should I try adjusting the starwheel towards the engine?
What about sliding the afc forward would this help that?

I am in the process of getting a boost guage to see whats going on there, then will block off the wastegate and see what that does.

Get a pyro with that boost gauge, heat should be your main concern with the smoke, if your building good boost after it spools wastegate isnt an issue. usually turning the fuel down would make it lag even more. the 12v manuals tend to have a smokey launch as they spool unless you slip the clutch to load it, gearing is also a factor.

Thanks! When I get the boost guage in I will be able to let you know what the boost is at what RPM.
I have know idea what the other owner did to the pump, so I need to check that out.

I also found out my throttle cable is sticking a bit, ( it scared the **** out of me!)
So I need to replace that asap
