I have a 94 that cannot get above 13-1500. Its a new rebuild that just went back in. I went ahead and checked the IP timing and i didnt but it could be pinned now at TDC on both motor and pump. Checked that with the inspection camera. Any pointers as to what this can be, I researched other threads and they all kinda came out to be timing but I just couldn't see that since I have both the flap deal in the p pump in the window and the tdc hole centered on the timing cover. Thanks

 

Check all the positive side clamps for the turbo. I had a clamp back off and it smoked like a freight train. Egt jumped pretty fast also.
