Will code P0483 put my truck in limp mode? 2006 dodge cummins. The fan cut the wires and now won't build over 20lbs of boost

 

Will it every time? No. As you said the fan clutch /wiring is bad. The truck will put itself in limp mode if it gets to hot and it knows it cannot cool itself down. Delete the code and you should have restored vehicle but get the harness fixed!
