Default Glow plug relay (Controller)

On my 93 IDI Turbo click 3 or 4 time and stops I wait about a second or two and crank it for about 30 seconds then turn the switch off then back on and let it cycle again crank and it will start. is this normal or is the relay going out? Also ran out of fuel put in about 4.5 gallons in the tank crank and crank Glow plug rely was not clicking got a push and started on compression drove about 20 miles home shut it down tried to restart but the GP relay was not clicking. Let it cool on down and the relay started to click again and then started! I am thinking the GP controller is going out (does fine on the cold start no excessive cranking)! I can let it sit for 2 or three days and it will start on the second cycle of the system.

should start on first cycle of glow plugs...may have some bad glow plugs or low compression....scott

Thanks for the idea but it is not the glow plugs teated and replaced 4 that were bad.
