Default Whining Noise From Front End

I have a 2011 Dodge Ram 3500, 6.7 diesel, 6 speed manual. Within the past couple of days, I've started noticing a loud whining noise from the front end. The noise tends to go away, after driving the truck for 20-30 minutes. The noise is only present as slower speeds. Usually when I am pulling up to a red light or stop sign, or generally decelerating. It also continues to make the noise when at a complete stop. The noise is present no matter if the clutch is engaged or not, no matter if the brakes are engaged or not, and no matter if the truck is in gear or not. You can also feel the whining noise, if that makes sense, in the steering wheel and pedals. Any suggestions on what this could be?:

I've also notice that the whining/humming noise becomes louder, when I'm sitting at idle, and turn the steering wheel.
