Need help

I have a 1998.5 24 valve with brand new batteries and when I turn key on the break lights will be burning and I have no reverse lights. All fuses are checking out good and also my pump in the tank will barely be humming. If I pull the light switch out there will be no running lights. If I press the break pedal the pump will completely stop.
