Default Truck runs good but loss of power when I step on it!!

I have a 95 dodge ram turbow diesel whit the 5.9. It idles great and drives well. When I hit 55 and floor it ,it bog's and shutter and trys to die . But it I just half petal or eas my the pettel it will go up to speed. Iv put a new feul filter anf still the same. What's wrong or should I check ?

My first thought would be the lift pump. A fuel pressure gauge would be helpful.
Could also be the overflow valve on the injection pump, that's a cheap part and easy to change for troubleshooting purposes.

I'd do the OFV first, the LP is sort of a bitch.
