Default 5.9HO need some advice on power without coal

I resently got my 2001 dually with 351000 miles on it but a good deal. Since day one it has hard start when it sits over 4 hours. Put new stock lp on same story. Just got edge juice with attitude found out fuel psi is at 9psi @ idle drops clear to 0 when I get on it. So I ordered raptor 100gph lp hopefully that fixes pressure. So with no fuel leaks and a new stock lp pump why is the psi so scary? Puse on setting 3 with programmer I get good puff of black smoke. Wondering? . Could my problem be to big of injectors? I haven't looked at them to see if there stock or not. Don't even know how to tell the difference. My pump won't be here till 24th so trying to figure out the hard start issue since I'm not driving it until I know I'm not murdering vp44. Any help would be greatly appreciated. Thanks

Did you check to see if you have any codes ?
Unless you pulled the injectors and sent them
to have checked by someone, there is no way to tell.
