Im trying to fix my dads friends truck. 2000 7.3. Cranks but will not start, no smoke not even trying to start. Got a snap on reader and found when doing buzz test that one will buzz for a split second then scanner will abort test. New icp, new cps, tried a tester idm that i know was good 1 year ago and still no start, im kind of wondering if my tester idm went bad, but i doubt it. Tach moves while cranking, fuel pump is running, there is diesel in the tank, checked all fuses and relays. There is 1800 psi icp. Ipr was at 14-15 key on, 40-50 cranking. My dads friend said he pulled ipr and cleaned and that it was stuck and he broke it free, cleaned and re installed. No check engine lights. Need some help!!!!

 

Have you taken the fuel filter out and turn the key on to see if you'll is getting into the bowl
