Default glow plug controller

After giving up on a manual relay, I installed the brand new controller and relay. Now it just clicks off and on off and on. Its wired correctly. All plugs are new and testing good. No interruption between the relay and plugs. What could be causing it to click off and on?

Does it stay on first, and then start clicking after 15 seconds if so? Some of I know my system burns the GP for 15sec and then cycles them on and of for about another 15sec.

Does your system have the water temp sensor that tells the system when your truck is already warm and doesn't need GP function? Maybe that or bad ground?

Its got the sensor. The controller is working now but I still can't get it to start with the gp. Once warm it fires right up. Good compression. Should the big wire where the green wire hooks to have power when controller is energized?
