Default MPG Please

New here, Just bought an old Ram 3500 dually flatbed, bone stock 330,000 miles, 6 spd

Need best advise for mpg upgrades. First will be tunner just dont know which one, second exhaust and well.........
Getting 14 mpg right now. Need to find out what gears it has in it, runs like a top
Need to get it to 20 mpg unloaded, any advise on free spin hubs?

intake,exhaust,then tuner

thanks, should have also added 2001, flatbed
Thinking about Gear Vendors or WVO but I know the IP does not like WVO, just figure there has got to be a way to make all this work.
