Default Rail Pressure getting stuck/pull over & it dies.

I've got an '04 cummins pre emission with a ton done to it. I will list everything done to it after I say what it does. I will be driving down the road around 60-65MPH and I'll see that on my rail pressure digital gauge that its stuck on a number, I will pull of the road and once i put it in nuetral it dies. I cant just start it back up because it just cranks and cranks. If I wait about 2 minutes it will start up and wont do it for about 2 weeks. The First time it happened around a month ago it was stuck on 1279psi and just day before yesterday it was on 1419psi. I'll list everything done to it so you can know what the problem could maybe be. 60% over stock dragon flow cp3 fueling, I.I. R1 injectors. .93 injector feed tubes and a F.A.S.S. 150 wiht suction tube kit. AFE intake manifold with K&N cold air intake. 351HE turbo. Smarty S-06 and Quadzilla stack. Thats it, motor wise anyway. Thanks for the Help!

have you tried removing the quad.
