Default NO LOW END POWER

2005 Dodge 3500(4X4) 5.9 Cummins with 48RE transmission. At first I thought I was having a fuel problem, but after installing a Flow dog 150 and the problem is still there I’m open for suggestions from anyone.. At low range the truck feels its starving for fuel and the transmission doesn’t shift from 1st to 2nd unless I take my foot off the gas. At idol, mid, and high range the truck runs great. The truck is stock for the most part except a K&N intake and a bully dog PMT. NO CODES on PMT or Dash...HELP HELP!!!!!

Trans shift soleniod replace. Maybe even a trans rebuild but start with the likely stuff first!

I changed it out 2 years ago coz it gave me a P code... Im not getting any codes on the PMT or the dash board.. anyother ideas????
