i have 2006.5 cummins. bought truck all tore down- engine apart etc. got engine rebuilt and back in and now i cant get it started. only getting 10.5 volts to transfer pump. checked power at fuse box 12.+ going in.is there something that needs reset or a simple check i can make. dont have a scanner.

 

Check the wire there is a pinch break somewhere or it has a bad ground!

 

the bad ground is a good call.
