The simple test would be to roll into the throttle rather than just floor it. If is spools quicker that way then you have your answer.

You should be getting more than 34# out of it I would think. With a Quad ADR and Jammer 100s I can push 38# out of a 62/71 so you should be able to run a bit more out of the (slightly) smaller turbo. Its possible the 9 cm housing is limiting you on the top end but that doesn't explain the slow spool up.
