True story, the bulb failed. The bulbs fro Wait To Start, and High Beam Indicator are the same. Swap a know good to test the circuitry. Less than $3 CDN from a Dodge Dealership, and I have everything working now.
As for the cable, it runs from the gear selection indicator, down and around the steering column and hooks onto the tube that turns with the shifter. The first time I pulled it off, the cable pulled out of the eye-lit on the end. There is an adjuster down on the column to adjust where the indicator resides in the gauge cluster. Must be slacked off, eye-lit removed from tube, and then remove the gauge cluster. Apparently there are over 130 on backorder through Dodge.
