Disconnect both your negative battery cables, wait 30 minutes. Reconnect your battery cables, turn key on, but DO NOT start the truck. Slowly press the pedal to the floor and then slowly lift off the pedal. When pedal is in normal position, turn off the key and you are done. Hopefully that might get yo uin the right direction either way it costs nothing but time.

have you checked the boost sensor with scan tool.

Well I got a chance to work on the truck so I installed some gauges and found out it wasn't building any boost. I pressurized the system to check for leaks and it turns out the hot side intercooler boot had popped off. Now she runs like a champ.

That'll do it....i blow my cool side IC boot sometimes (60psi) lol... go from race truck to coal burning over loaded slow train haha

check your inner cooler boots my 24v had low power, new boots made a big improvement.
