Sounds like your base timing is either retarded too much or perhaps the inner timing advance mechanism isn't working right.

First I'd pull the pump and check the injection pump key. Just a little bit of deformity on the key due to an impatient or inexperienced install can result in bad timing.

I'd reinstall the pump in the position it was in and see if that magically fixes anything. If not, I'd advance the tooth a gear.

The combination of low boost with lots of fuel and EGT's means that it's fueling but not burning. The most common problem would be a boost leak (which should be tested by blocking off the intake ducting and pressure testing it), wrong timing (easiest to test through trial-and-error, or you could use a timing light), bad injectors (you say they've been bench tested repeatedly) or maybe bad fuel. I've seen bad fuel result in smoke and low power before. But to me, this sounds like a timing problem.

The pump's base timing is it's position relative to the crankshaft, adjusted by physically moving the pump. The pump also has an internal timing advance mechanism that advances the timing with higher RPM's, and if it's not working due to varnished insides, a broken spring or low internal pressure it could result in poor top-end performance. It's usually a pretty subtle problem, though.

Wait until you get your injectors back, try them first before you do anything rash.
