you know if they really wanted to stop txting while driving all they have to do is get the cellphone makers to install a program that senses when the cellphone is moving faster than say 3 mph and shut off the txting service... pretty much all cellphones have a gps chipset that would be able to sense when moving... they could even turn the phone off until it comes to a stop to avoid all the problems of distracted driving caused by a cellphone.
