Default No power at highway speeds

ok i have racked my brain and spent hours searching forums to try to find someone with the same issues i am having with no luck so maybe one of you guys might be able to help
i have an early 04 f350 dually with the 6.0 stroker
i have replaced the turbo the icp the ipr and it has had the egr cooler replaced many years ago. i have pulled out the egr valve cleaned it and the ebp tube and sensor have also been removed and cleaned. my problem is if i am driving down the highway at 70- 75 mph and i get on it to pass someone my turbo spools up and it acts like it wants to go but it acts like the airflow is restricted but if i ease into the throttle it will speed up just fine
the exhaust was replaced in this truck shortly after it was bought new "04" and it smokes like hell when you get on it any ideas on this? i am wondering if my exhaust may be restricted
not letting enough air out

Do you have anyway to monitor the truck sensors?? Sounds like maybe the VGT solenoid is acting up.

yes i have a scanguage 2, isnt the vgt on the turbo that i replaced?

2004... Do you know if the intake elbow has been updated? Easy to check, actually. The charge air pipe enters the aluminum intake elbow, and just below that is somewhat of a spacer. You'll see it has one set of wires plugged in on the passenger's side. Unplug this wire and check if the little gadget actually has pins. If it does, inside it will have a flap so I'd remove the elbow and see if it is stuck closed. I'm guessing you checked the air filter? Sometimes I forget the first things to check!

Just a quick update, first thank you guys for the advice, I was checking my cold air tubes to see if i had a pinhole leak or such and i found that i had a leak in my high ran intake
