Default 97 Chevy Diesel

Hello,
I have a 97 Chevy diesel 6.5 turbo that is blowing black smoke and loss of power. I had the injector pump replaced and still no power and the same amount of black smoke. VIN 1GCGK29F9VE198261 I have put over 2500 to get this problem fixed and still no go as my machanic has no idea what is wrong. I did find a vacuum line from the turbo that was leaking and replaced it and still no power and still blowing black smoke. Any help please as I am on my own here with no diesel machanic within 2 hrs of me

Waste gate selenoid can cause power loss and smoke. That would be next on my list.

are you meaning around the turbo for the oil leaks?
No there is no oil leaks there but I do have oil leaks which are normal for 197678 miles I would think.

So how do I check for play in the fins, take front off turbo and see if there is play that way
