what kinds of mods or is the truck stock?
Any Gauges?
I think 1998.5 1999 only had a crank sensor, 2000 or 2001 they replaced it with a cam sensor.
We need more info how many miles? any recent maintenance?
Check the plug at the VP44 IP wiggle check it. there are many possibilities with this problem.

Here are some schematics check the plug at the IP.
Turn the key on and check for 5 volts at the orange wire on the cam/crank sensor.
See sheet three, also check that the batteries are in good shape

also check that the batteries are in good shape. There are some other things we can check but we need to see if the ECM is powered up and sending out voltage and providing grounds.

Sounds like there is a cylinder or two down smoking blue smoke is not good. Could have a melted piston or scored cylinder walls from a leaking injector that washed down the cylinders over and over. I would pull the injectors have them tested and do a compression test to see where your at.
