Default Good truck for a lower price?

I offered him 5300$ for the truck, he said meet me in the middle at 6500$. Should I hold my offer and wait, or offer him something else?

1992 Dodge Ext Cab D250 4x4 Cummins Diesel

He said:
-There's been work done to the lift pump.
-Only minor surface rust.
-He bought a KDP kit, and plans on installing it.
-He replaced the valve cover seals.
-Says it has a minor leak from the oil pan, said its the gasket.
-Little play in the steering.
-Transmission shifts like it should.
-Said the locking hubs work, asked him if the stick 4x4 worked, he did not test it.
-Has some dents and scrapes
-Has a mis-colored door because the previous owners wife hit something, so he replaced it with a different color 92' cummins door.
-Says he put something in to regulate the fuel? (Forgot what he said)
-Says he plans on changing the fluids.
-Says there is no blow-by, no white smoke either.
-All electrical components work
-All mechanical components work.
-Paint wear that's minor.

That's about it. Not sure if I should pay 6500 or it.

i wouldnt go more than 6k for it. thats just me, i really dont know the prices of the truck. but it should be a w250 for 4x4
