Default new s400 turbo boost issues

Have a 1997 12v ext cab long bed 4wd manual, truck has fuel plate removed manual fuel shutoff valair600 horse single disk, cold air intake, arp studs timing advanced 15 degrees, 300 horse injectors, 5 inch turbo back, steed speed exhaust manifold and a brand new s400 turbo with a billet 6 blade compressor upgrade built by tdi. I just got everything hooked up on the new turbo and I'm only getting 10 psi in second gear, 25 in third 35 in fourth and 50 psi in 5th gear, I'm not sure what my issue is, there is no boost leak anywhere in the piping. The turbo run as a single according to the builder with the fuel delivery my truck has should push at least 60-90 psi. It doesn't lite up untill 2000 rpm but I cannot figure out why it is not boosting substantially higher than 50 in all gears. I've always been a 24 valve guy where if it smokes you can tweak more boost to match fuel, this thing smokes like a holy nightmare but Im not sure how to figure out what my issue is with the 12v. It also ha 3:55 gears and a dana 80 rear. any help would be appreciated.

I have beehive valve springs billet pushrods and 4500 rpm springs in my garage..just concerned i need to go through the bottom end and balance it before i install the gov springs..new to 12 valves idk what i can get away with without a full race build in the 12 valve

Really the only thing to worry about with GSK is valve springs. Other than that you should be ok
