Default 5.9 cummins fuel shut off problem

i have a 1995 5.9 cummins and i was pulling up to a red light and the truck shut off i was able to start it but after about 2 sec it would shut off again and again so i held up on the solenoid but i had to keep holding it or else the truck would shut down i checked the three wires going to it and one has power with the key on and stays on, the other has power when the starter is engaged then it looses power which i understand to be correct, and the third is a ground which seems to have a good ground. i pulled the one relay that i found in the truck under the steering column and the solenoid did nothing so i am figuring that the relay is ok, but io dont understand why the solenoid will lift up and run for 2 sec as if it is working fine but then drop back down as if it is losing power but the wire when tested still has power please help thank you.

do u remember where u got it from i really would like to fix the problem if possible but i just want to make sure that the problem is with the solenoid and not anything else as they are pretty expensive i pulled the plug on the solenoid and stuck a ground jumper on the ground of the solenoid and touched the pull up terminal and it went up but when i touched the hold terminal it did nothing like expected so i held the hot wire on the hold terminal and lifted the solenoid by hand but it did not stay up when i let it go. Should it have kept its self there when i let it go and had the 12v. on the terminal.

Verify relay and wiring first. Sounds like it might be your issue

it could be something simple like mysterync is talking about but i dont like the design of the shut off. i have taken everything off and put a cable directly on the pump shut off arm. i pull the cable inside to shut the motor down and shove it in to start.
