6.2 Bank Turbo reliability.

So I am currently in the market for a vehicle. My only real requirements are the following:

1.Reliable

2.Safe

So today, I went and looked at a 1991 Suburban with a 6.2 Detriot Diesel and banks turbocharger kit on it. The guy is asking 2250.

The vehicles in good condition. It has 169K miles on the clock. It's paint is extremely clean, free of any sort of sun spots. The older gentleman selling it claims he had the engine rebuilt in 2006 prior to adding the banks Turbo, but when I asked him about paperwork he said "I lost it" and that "I had paperworks on cats, but I lost that too" which makes me somewhat hesitant.

The tires on it only have about 5000 miles on them, it started and sounded good. Transmission fluid is nice and red, engine oil is it's usual black and at the right levels. I've come to not trust these read outs, because it's not hard to go out and change the oil and transmission fluid on a vehicle.

Any thought?

A little background on myself. I'm 20 years old, I work in phone-based customer support. I come home with about $1800 a month after taxes are removed. I'm currently living with my grandmother, but have plans to eventually, sooner than later, move out and get my own place. I drive about 7-8 miles to get to work and 7-8 miles back.

Below is a photo of the vehicle.
