a dump valve or blow off valve like on a petrol engine.

A gas engine has a throttle body and a throttle plate.During shifting the gears the throttle plate closes and restricts the airflow. During that moment the BOV opens to get rid off the excess pressure, which could bend the throttle plate.
A diesel has no need for a throttle body or plate- so there is no reason for a BOV.
There is only a wastegate- to get rid of the excess pressure which would damage the turbo

Actually A blow off vlave can be of use on a diesel. It it used to prevent barking the turbo when the throttle is suddenly lifted. However on a diesel it uses drive pressure to keep it closed instead of vaccum to pull it open.

And actually your new emissions friendly diesels have throttle plates. FYI.

Would a regular BOV work or would you need a different style for a diesel. Where would you mount it? I just installed an external BOV on my buddies Neon SRT-4, we put it on the up-pipe between the intercooler and the throttle body, where would you put it on a diesel? Same place?

You'll need a piston style BOV. The Diagphram types won't stand up to the heat from the DP line. You can mount it anywhere you feel like. It doesn't make much of a difference. As long as it is between the Turbo outlet and the head you'll be good.

You'll need to drill a hold in your exhaust manifold so you can run your Drive Pressure line to the BOV.
