first off want to say hello and welcome to diesel bombers :hellox:

well only way to tell visually would be to look at it. down below the turbo on the passenger side. you'll see the rod sticking out of your turbo pedistal, have some one start the truck and watch the rod. if it extends outward (toward passenger side) it is shut for faster warm up..

are you thinking that the valve is closing while driving?

yes the exaust sounds different and feels like it drags the truck down if so how you unstick it

I also have 2000 7.3 v8 (F250) don't know if this would make a difference but the acuator on my truck is on the top of the turbo and the acuator rod is pushed towards the passenger side to open the waste gate ( seen a picture on the internet of an opened turbo and this is what I got from the pic) rod is pushed and valve opens. Have been trouble shooting my turbo for the last week and finaly found the problem and fixed it ,but this is what I came across while messing with it.:yeah:

i cold staarted mine and watched under the turbo at the butterfly and it just went out and back real quick like it wasnt hooked to nothing

I ended up with a leak at the orange tubes that lead to the manifold busted a hose clamp and instead of tearing the turbo apart I just took the hose clamp off and fished a new one around the boot while doing this I accidently hooked the wire harness in the clamp and when tighting down the clamp it pinched a leak in the orange boot.:tttt:also read a guy really cinched down these same clamp and it causes a leak I guess these boots are real finiky don't know why it went out and back real quick but the the acuator is operated on pressure built in the "Y" leading into the orange boots and pushed threw the red tube to put pressure on the acuator and where the red line is connected to the "Y" it is nothing more than a hole no valve or anything inside the "Y" to release or shut off the air. google search 7.3 turbo on the web they have some pics of the turbo being dismantled helped me alot to trouble shoot mine.:tu:
