'00 350 7.3L Crank No Start
 
So here is where I stand:

- Checked all fuses
- Replaced CPS
- Checked ICP (no difference between unplugged/plugged, no oil)
- Removed and cleaned IPR (Didn't rebuild)
- Drained and refilled HPOP
- Getting fuel to the bowl
- Drained and threw 5 fresh gallons in tank
- No smoke on crank, no smell
- Two new batteries
- Cleaned the grounds from battery to body, and body to frame
- No sign of wear or chaffing on wiring harness
- There was an aftermarket security/remote start. I removed it completely. They didn't cut
any wires, only spliced into them.
- I have AutoEnginuity and have run both KOEO and Buzz, both passed.
- After I cleared all the codes, none came back between or while attempting to start.

I am completely out of ideas at this point. About ready to call it and sell it for parts... Sad as there is only 110K on it, very low for a '00 350 7.3....

There may not be enough fuel pressure. Mine did the same thing it would put fuel in the bowl but there was not enough pressure from the pump to get the engine to start it would just sit there make sure that your fuel pump is operational. If you can disconnect the fuel line and see how much fuel pressure you are getting it should be pretty substantial
