Glow plug Relay clicking, no start, Bad crank

Hey there,

I've got a 01 F-550 4x4 with the 7.3L 136,000miles

Okay here it goes,
The symptoms, Turn key to run position, Constant clicking from the GPR (Glow plug relay) Constant clicking from the ABS module, Gauge cluster flickers and gauge needles go up and down, Try to crank over and the the starter sounds like its spinning out of control and makes a terrible whining noise.

What I've done,
replaced starter, prior to having any problems.
Checked all fuses from the passenger fuse box and Power distribution box, All checked out good.
Tried to test GPR (not sure if I did it right because I got zero voltage)

Any Ideas, advice or help is greatly needed and appreciated! I'm running out of time as I go back to work in a few days.

When I checked the GPR (Glow Plug Relay) I used this guide http://www.dfuser.com/Install%20Guid...ug%20Relay.pdf

Thanks dfuser.com for the info. If I did the test right, then I need a new relay but that still doesn't explain the other issues.

Update:

Figured it out,
batteries showed 12 volts but failed a load test.
Bad GPR (Glow Plug Relay)
Man who owned the truck before me had ran a 4 gauge wire from the starter relay to the rear of the truck; it was shorting out.
PCM needed to be reset.
