Default when do head studs come in to play

Im putting a 1999 motor in my 95, and while its out i plan on a turbo and others. I have a set off 205 /100s, a ts 6 pos. I am debating on a gtp38r, yay or nay? And what else will i need to do this set up?

head studs are needed around 40psi

Can I waste gate a 38r?

The 38R has a waste gate.
