Oil in fuel filter housing

What would make my 2001 7.3 powerstroke put motor oil in the fuel filter housing? If I fill it up with fuel it wont use oil until it gets below a quarter tank. When it's below a quarter tank it will go through about a gallon of oil in around 5 mile.

The only way for oil to get back to your fuel filter is the orings. Other directions it can go is coolant or ground. Possibly into the cylinder through the injector but I'm not really sure on that
