99 F-350 7.3 turbodiesel

Hey guys, I'm new here, im Mike. didn't see an introduce yourself thread so I'll just get right to it.
I found a early 1999 f-350 7.3 turbodiesel with 240,000 miles. I went to look at it and the guy selling it doesn't know much about it. He says he got it in a trade for an Audi and hasn't used it much. It's sitting at his work and his boss wants it out of there so he's selling. I could get it for 5,000 do you think that's a good deal?
It's a supercab long bed, 4x4, XL or XLT.
TS 6 position chip.
Not bad condition for its age. Frame is average for a rust belt truck.
It's been garage kept for at least past 5 months.
Cab corners have 2inx2in rust. Few paint chips with surface rust here and there. No wheel well rust though.
Interior pretty clean. About what you'd expect for a fairly well maintained 240xxx mile work truck.
My issue is it isn't registered so I was not able to drive it over 10 mph or really give it much gas to check for any misses or trans slips.
I also don't know a ton about how the turbos work and how to check them or there longevity.
If anyone could give me any insights at all that'd be great. Thanks
