Is this normal!!?

Is it normal for a 7.3 or any turbo diesel to sound like a jet engine when it's really cold and turbo is kinda laggy until up to temperature? If it's above like 40 degrees it don't do this.

It sounds like it is just working harder to achieve a higher temp, personally I like the turbo to sound like a jet.
