2003 6.0 Hard to start & keep running.

I have a 2003 6.0. It has 201,000 miles on it, It started getting hard to start back in October, I figured it was just the change in the weather so I started plugging it in, it helped some but not very much. Now it is extremely hard to start and keep it running until it warms up, that even with me keeping it plugged in. I no I probably need glow plugs. It feels like it don't have near the power that it should though. Also when I get going 50-65 mph it feels like the front of the truck is bouncing or surging. I can press the over drive button and when it shifts to over drive it stops bouncing/surging. I have a programmer on it and my programmer will pull up some codes and the codes I got on it is P1000, P403 & P405. I looked up what the codes where and they all seem to be EGR codes, which I put the EGR delete kit on it when my Oil Cooler went out last year. Back in May I had to replace the High Pressure Oil Pump, the IPR valve, #1 injector, cam & crank shaft sensors, IPC (I think that's what it is called) and even the Low Pressure Oil Pump. I replaced all these because I had a mechanic from our local ford house just playing the guessing game with me. Almost $3500 dollars later I got the truck running again. It was the High Pressure Oil pump that fixed it (like I told him from the start) Anyways I cant afford to take it to the dealer this time and Im kinda lost on where to start. Any help would be so much appreciated. Thanks Jamie
