Cold start issues
 
Truck doesn't like to start very well under 40 degrees. If I don't cycle the glow plugs like 4-5 times and give it gas it won't start. And it smokes alota white smoke on start up. If it's plugged in or warm it starts fine. I replaced the glow plug relay and didn't help. Any ideas? Where I'm livin right now I can't plug it in so I need some help

Probably the glow plugs themselves.

put a test light on the relay to see if it is infact working. then check volts on each side of the relay.

The guy i bought the truck from said it had new glow plugs last year and theres red tape on the connections so i believe they are. Is it possible that it could be the harness under the valve covers?

Does the truck run fine once started?

Sounds to me like glow plugs as well, but verify that the GPR is doing what it's supposed to be doing... Anybody in the world can tell you they had new gp's installed before they sell the truck to you..

i'm pretty sure they all have red tape on the harness....

Check the GPR first and then the plugs

I know you said you cycle the plugs but how long do you wait between the time the WTS light goes out and actually trying it (without cycling them again)? I know when I did the LED mod I was amazed at how long it stayed on vs how long the WTS was on and how much easier my truck started after the LED went out.

Yeah once it's started it runs fine. Do I test with key on? And which posts do I test?

The two large posts. With Key off, one will have constant power and the other will have nothing. With key on they should both have the same.. Note any voltage drop across the two large posts.

What LED mod are you talking about?
