New fuel pump leaking fuel. WHY?

I bought the truck about 1.5 years ago. It had a brand new fuel pump put on by a ford dealership in OKC the month before I bought it. (445.00 labor on the receipt) I've put about 3000 miles on it since then with no problem. Just recently I have discovered a fuel leak puddling in the valley to the rear of the pump. I have verified it is not the banjo bolt leaking or any hoses connected to the pump. Under the fuel filter canister is dry. It is such a small leak that I cant see it dripping but it appears to come from right under the fuel pump on the passenger side. I have used a telescoping mirror and cant see the weep holes no matter how hard I try. Anyways my questions are what makes fuel come out the weep holes? Are there 2 weep holes? What actually wears out or goes bad to cause the leak? Why would a new fuel pump leak with so few miles on it? And is there anything I am missing or not thinking of? This is my first post so thanks in advance.
